The missile has the ability to deliver a nuclear warhead. The
Iranians tested the missile in Aug. 2004 and tweaked it

Albright and Radio Farda (RFE/RL) discuss the Shahab-3
missile in conjunction with Iranian plans to build what look
like a re-entry vehicle for a nuclear warhead. The
information (designs) was compiled onto a laptop computer,
then brought out of Iran and later obtained
by U.S. intel agencies. The information contained on the
laptop dealt with the 2001 - 2003 time period. RFE/RL

But what happened after 2003 time period, the NIE has
conveniently omitted.
The Iranians shifted gears and continued with
development and perfection of the nuke delivery capable
Shahab-3 missile.
To prove this, during the interview between David
Albright and Radio Farda, Albright noted the Aug. 2004
Shahab-3 missile test, "Iran appears to
have learned some lessons". Albright said Iran was going
in the right direction with the triconic (nose cone)
design of the missile if they wanted to build a re-entry
vehicle
that can better deliver a nuclear warhead, citing
accuracy, avoiding detection, etc.. Albright implied
this was a better design than the drawings on the laptop
which covered the 2001-03 time period. Indicating

The footnote on bottom of page 6
of the NIE states: For the purposes of this Estimate, by
"nuclear weapons program" we mean Iran's nuclear weapon
design and weaponization work and covert uranium
conversion-related and uranium enrichment -related work;
we do not mean Iran's declared civil work related to
uranium conversion and enrichment.

The failure of the State Department
(3) not to include Iran's continued development of their
intermediate range ballistic missiles (including the Shahab -3) and its capability to deliver a nuclear
warhead in the NIE was meant to intentionally mislead
the American people and discredit the Bush
